Central to the ability of the Quality Forum to achieve its mission is the availability and use of objective data on quality, cost and outcomes produced by our state’s health care delivery system and the current status of the health of our residents. As a result, quality measurement is a major area of focus for the organization.
 
Quality measurement involves the collection, standardization, analysis and reporting of health care data to improve patient care and outcomes. It is essential in achieving quality health care through improvement. We believe that reported quality measures may allow purchasers and payers to base payment on established target levels of performance over time.
 
As a neutral body, the Quality Forum is designed to convene a broad array of stakeholders -- providers, payers, purchasers and consumers -- to develop statewide goals, an endorsed set of quality measures and coordinated health policy agendas for improving our health care system. 
 
Quality measurement has the potential to help all stakeholder groups guide and impact public policy by providing an aggregate view of improvement in health outcomes at the  population level. It also enables assessment of improvement initiatives at the community or population health level; identify gaps in care; evaluate access to care; and establish clinical measurements related to quality, safety and continuity of care.
