Who is the Louisiana Health Care Quality Forum?
The Louisiana Health Care Quality Forum is a private, not-for-profit organization that brings together health care providers, payers, purchasers and consumers for the shared purpose of improving individual health and the overall health of Louisiana's people.
 
What is the Quality Forum's mission?   What is the organization's vision?
Mission: The Louisiana Health Care Quality Forum is dedicated to leading evidence-based, collaborative initiatives to improve the health of Louisiana citizens.
Vision: The Quality Forum will be the recognized leader in driving fundamental improvement in health and health care in Louisiana.
 
How did the Quality Forum get started?
The organization was created as a result of recommendations made by the Louisiana Health Care Redesign Collaborative in 2006 and tasked with addressing health care issues in the state following Hurricanes Katrina and Rita.  It was formally established during the 2007 Regular Legislative session and organized through the efforts of more than 40 health care organizations.
 
What is a Chartered Value Exchange?
Established in 2007, the AHRQ Learning Network for Chartered Value Exchanges (CVEs) is a national program supported by the U.S. Agency for Healthcare Research and Quality (AHRQ). A CVE is a multi-stakeholder collaborative that has taken action to help transform health care at the local level by convening providers, payers, patients and purchasers.  The Quality Forum was one of the first groups to be designated as a CVE, and it remains the only one located in Louisiana and in the southern region of the country. This distinction recognized the organization's commitment to improving quality and value in health care and positioned it as a valuable resource in the state's health care reform movement.

What is health information exchange (HIE)?
HIE refers to the electronic sharing of health-related information between authorized health care providers and organizations according to nationally recognized standards that provide for a secure and confidential network.

What is LaHIE?
LaHIE stands for the Louisiana Health Information Exchange.  It is the network that will support the exchange of health information among providers and organizations in our state, according to nationally recognized standards.

What are the benefits of HIE?
HIE will provide a common electronic network dedicated to the secure and efficient exchange of patient health information.  Benefits may include timely access to patient health records; improved patient safety; increased security of health records; increased consumer engagement; reduced health care costs; and the ability to more adequately measure and improve public health benchmarks.

Who manages LaHIE?
LaHIE is an initiative of the Louisiana Health Care Quality Forum.  The Quality Forum is a 501 (c) 3, private, not-for-profit organization that received a federal grant in March 2010 to develop and implement a statewide health information exchange.

What is LaHIE's mission?  What is its vision?
MIssion: LaHIE will serve as the neutral entity for facilitating authorized sharing of health information among stakeholders to improve the health of Louisiana's citizens.
Vision: LaHIE will establish a framework to safely exchange patient health information for the purpose of improving patient safety quality of care and health outcomes.

What are LaHIE's first objectives? Initial phases will consist of supporting core components of Meaningful Use objectives that are a part of the federal grant program.  These initial services will include point-to-point electronic delivery of care summaries through the Nationwide Health Information Network's (NHIN) Direct Project, public health reporting, electronic laboratory results delivery and access to an e-prescribing tool.

What about other LaHIE services?
LaHIE will continue to develop in Phases II, III and IV.  A list of additional services that may be offered through LaHIE is currently being developed and will be available shortly.

What is LaHIE's expected development timeline?
March 2010: LaHIE receives $10.6 million in HIE funding from the Office of the National Coordinator for Health Information Technology (ONC).
February 2011: LaHIE receives ONC approval of the State Plan.
June 2011: Vendor contracted for HIE infrastructure.
Fall 2011: Initial exchange of health information through the HIE in pilot sites.
January 2012 and beyond: LaHIE Phase I services available for providers, development and deployment of additional HIE services.
